Public Notice: New Harbour Tariff Effective October 1, 2026

The Port Lands Harbour is updating its published harbour tariff — the formal rate card for berthing, wharfage, and related services at the Port. The new schedule, Port Lands Tariff No. 2 (2026), replaces Tariff No. 1, which has been in effect since June 15, 2023.

This notice is being given well in advance of the effective date, consistent with the Port’s obligation to provide not less than 90 days’ advance public notice of a tariff change. Posting now gives vessel operators, cargo owners, port agents, tenants, and our partners at Transport Canada and the Great Lakes Cruise Association a clear runway to plan.

Why the rates are changing

Tariff No. 1 has not been adjusted in three years. Over that period, the published rates have fallen well behind both inflation and comparable regional ports. To set the new schedule, we completed a detailed benchmarking review against the Port of Johnstown (Prescott), Ports Toronto, the Port of Thunder Bay, the Port of Trois-Rivières, and the St. Lawrence Seaway Management Corporation.

The update does two things: it brings core rates back in line with the most recent regional benchmark, and it publishes baseline reference rates for services that were previously handled “by arrangement,” so the tariff is more complete and predictable for everyone who uses the Port.

What’s changing — the headline rates

Service Tariff No. 1 (2023) Tariff No. 2 (2026)
Berthage (all vessels) $1.6459 / metre / day $1.85 / metre / day
Wharfage — aggregate, gravel, sand, slag, stone $0.90 / tonne $1.25 / tonne
Wharfage — dry bulk commodities (NOS) $1.60 / tonne $1.85 / tonne
Wharfage — calcium chloride $1.55 / tonne $1.55 / tonne (unchanged)
Containers (loaded) $40.00 / unit or $3.50 / tonne $45.00 / unit or $4.00 / tonne
Containers (empty) $20.00 / unit $22.50 / unit

A 100-metre vessel berthing for two days, for example, would pay $370 in berthage under the new schedule, up from $329. The 12-hour minimum berthing period is unchanged.

Wharfage continues to be priced by commodity in Schedule I, and the tariff now also publishes reference rates for linespersons (mooring/unmooring), demurrage, and security where those previously read “by arrangement” or “not provided.”
